Expedition 4WD 8-cyl

When I turned on ignition wipers started to operate without being turned on. Smoke began blowing from vent area. I turned off ignition and all electrical. Wipers and washer failed to operate. Wiper motor connector caught fire and burnt out wiper motor. Repaired at "ron bortnick Ford" upper marlboro md. 20772.

Consumer received notification of recall 01V258000 concerning windshield wiper motor failure, and was refused service by dealership. Dealership ran vehicle id number and showed that consumer's vehicle was not included in recall even though he received notification through mail. Please provide any additional information / attachments.
