Will not shift into drive until i rev the motor to 1500 rpm...Transmission fluid and filter changed. No leaks, but the problem remains.

I have a 97 ford explorer that I bought used for $600. plus the trade of another 97 ford explorer at first the truck was fine then while my husband was on his way to work the transmission went out so he thought had to have it towed back the check engine light was on had the codes checked it came up a shift solenoid replaced that and still did not fix the problem so we bought the whole set of 6 solenoids and put them in again did not fix the problem. So we decided to put another transmission in well we have 1st, 2nd, and 3rd it will not shift into overdrive the check engine light came on again checked it got a code showing the speed sensor replaced that and still not working getting ready to sell the thing its bleeding us dry and no hope any suggestions on what to do. Mind you the ford explorer I traded to get this one had problems as well it was ready to blow up.
