On test drive, horn didn't blow.
There is a "clock spring" wiring block that allows turning of the steering wheel,
and concurrent operation of cruise control and horn buttons.
After 259,000+ miles, that is usually worn out!
One immediate solution was that I mounted a horn button on the dash, and put a relay under the hood, so that the horns worked until I could price and locate a "clock spring" to replace the worn out one.
Found one in the Scrap/Recycling yard, for $35.00. Came with the steering wheel, air bag, etc.
Labor was about two hours, including the drive to go for it, take it off, and bring it back,, and change them.
ALWAYS pull the battery connections! Those air bags could deploy!
