Two of three Explorer I test drove had this same problem. This one which the dealer repared and a 1999 model which I reported to the dealer. I also had 2 identical failures on a 1992 Mercury Sable which Ford credited against the 1995 Windstar I currently have in the shop for this same problem. No safety defect listed.

Explorer 4WD

The brake booster fails intermittently and causes an approximate 90% loss of braking power. The pedal is high and firm but no braking power. The effect is the same as when the brakes are pumped with the engine off causing a loss of vacuum and power assist. It does no occur when the dealer service tested the vehicle so no fix as yet.
