Explorer XLT 3.2L V6

I have taken to two different dealers while still under warranty for the middle seat not flipping up to allow passengers to enter 3rd row. they just change the pull handle and it works for a day then it stops. once it was out of warranty, it happened again and they are charging me now $1800 to change the whole latching system when they should have replaced the latching system in the first place. I called ford and they would not budge in repairing it only referring me to the dealer instead.
