bad: filler neck problem. cause check engine light

I don't understand Ford philosophy, with the Filler Neck error. They want to charged me $600.00 just to replaced the filler neck. I told the service manager it has to be defected part, all I do is put the nozzle of the gas pump inside of the tank and pump gas. If this is causing gas fumes to leak, then there is a problem with the filler neck and Ford should be responsible for the repaired. If Ford and the Government is so environmental conscience as they want us to believe, there should be recalled to correct this problem.
