My Transit 350 hd with dual rear wheels failed mass safety inspection because it does not have a high 3rd brake light. Ford manufactured it this way during 2016 and 2017. How do I let the state know that this is acceptable?

The interior lights and navagation/radio system will not turn off. The door switch is faulty according to the dealership. The vehicle was assembled at the valencia final assembly plant. There are recalls for other Ford Transit vehicles for failing door switches. I am concerned for simular failures with the door switch allowing the door to open and also a possible electrical fire caused by the malfunctioning navigation/radio and interior lighting system not turning off while the vehicle is stationary.
