Was told by local dealer SRS light led to seat belt buckle.. would not fix without big diagnosis fee and cost of part. Did some research on web and found this looks like a very common problem.

The contact owns a 2003 Honda CR-V. while driving approximately 65 mph, the rear passenger stated that the seatbelt got caught over his head. The contact stated that he had to cut the seatbelt to avoid the passenger choking. The vehicle was taken to a local repair shop where the seatbelt was replaced. The contact called the dealer who referred him to the manufacturer who stated that there were no related recalls. The failure mileage was approximately 92,000 and the current mileage was 93,274.
