Nine times out of 10 the starter on my CRV makes this really odd electrical short sound before the starter engages. The car always starts but I keep thinking one of these days it won't or I'm going to be electrocuted.
Update from Jan 26, 2019: A local Honda dealership service dept. has told me that I could replace the ignition to solve this problem but it would eventually start up again. They suggested that every time I start the car to push the key quickly and forcefully to avoid wear and tear on the ignition and the need for a replacement down the road. Although this has helped to some degree, to me this suggests a problem with the design of the part since I have never experienced this with previous vehicles.
