Civic DX 1.4L V4

I noticed that a the front left wheel on the car was creating a scrubbing sound, as if the brake pad was getting low. Changed the pads and had the rotors turned.. still there. Change all the brake fluid and the noise continues. I feel like it could possibly be connected to the axle, but I really don't know.
