All of the light bulbs in the rear conveniently "died" right after my car was inspected.

They said that it initially passed inspection, then when they went to do the 10K service tuneup they said all of the bulbs in the rear went out. I asked how this could have happened and they said it was most likely due to a short. I asked why wouldn't a short have fried the fuses, instead of the bulbs? I told them that it defeats the entire point of having fuses if the electronics on the other end (this case the bulbs) died. They agreed to replace all of the bulbs in the rear and they couldn't give me a logical answer as to why everything in the rear shorted out.

Just another issue with my 7th Generation 2003 Honda Civic...
