Civic EX 1.8L

Both front headlights are extremely foggy (they look like they were stuck in a sauna) and cannot be cleaned. Every time I take this vehicle for inspection or to an auto body shop, everyone comments on how poor those lights were made and how bad they look on the vehicle.
