New vehicle and has this now happening with the steering wheel. There's been no placement of my hands any where near this and no use of chemicals to clean, no rings or abrasive materials, no direct sunlight.

Noticed this after reading on forums and groups about the steering wheel peeling or cracking, so now mine is having this issue of blistering for no reason with no apparent reason. This is a concern that over time the surface will give way to complete break down and the dealer will not warranty.
