Well, I live in London Ontario Canada, and when we had the first cold snap, I turned on the seat warmer. I had a pinched nerve in my back so the heat helped. Later that night I noticed a blister on my back and sure enough it was from the seat warmers. Not that big of a deal, but if someone was disabled and did not have much feeling in their lower area, they could be really burned. Googled it and sure enough there are reports of seats catching fire! Not COOL
