The ignition key was stuck in the ignition and the brake park interlock mechanism was not working. I was able to move the shifter through it's entire range without pressing the lock button on the shifter knob. This is a safety hazard since without these safety mechanisms operating correctly the shifter can be accidentally knocked onto drive. The weak link is a plastic push rod in the shifter mechanism that is not strong enough for the job. Many Chrysler shifters will fail in this manner.
