Wrangler Sahara 3.8L V6

Shortly after purchasing my jeep back in May of 2014, i started to notice faded, rough, white spots on the fenders. I had them washed and waxed multiple times since then with no relief. Not sure if there is a simple fix of if I have to buy new fenders which I do not want to do.
