I received a letter from Kia saying that if I noticed dimmed lighting I should take it to the dealership to have the lights repaired, however, the Garden Grove Kia said that the dimmed lights have nothing to do with the peeling out the projector light, and advice to call Kia and see what they say. So I contacted Kia and they contact me back to ask for my problem and they called the dealer to ask why they didn't replace the headlight and they told them that the headlight had no peeling, Kia representative said that the headlight can't be replaced because it has to be peeling on the housing, even though their Technical Service Bulletin mentions that if the light is dimmed it can be replaced under the extended warranty.
Update from Nov 20, 2019: Included are some pictures of the lights
