The problem occurs when driving for prolonged time on a highway without large and sharp bends/curves. It feels like when you are trying make the turn, the steering wheel has this non-binding notchiness that prevents you from turning the steering wheel either way a couple of degrees off center. It can be overcome by applying more force, and then it goes away for a while. The problem does not manifest itself when driving in-city, or on a highway with enough bends and curves. I know of at least 2 other ISs that experience the same issue.
