bumper cover popped out of position

Mazda dealership claims that Mazda will not warranty bumper cover placement or hanging hardware because "they do not experience problems unless acted upon by an outside force" despite there being no visible damage to the vehicle and there being a history of 5 TSBs issued for bumper cover issues since 2016 on the Mazda CX-9s.

Update from Apr 4, 2022: Took to another dealership, the repaired it three times before it finally stayed in place.
