Started to Transport my grandchidren who are in neeed of car seats. Seat belts will not retract after using them 2 times precluding use of the car for transporting the chidren.

Front seat passenger side seat belt would not release. Cut seat belt to release passenger after extensive effort to release the buckle. No evidence of damage to buckle or improper use.
