no heat or A/C out of the vents

as I talk to other Mercury owners this is a problem that everyone has and surprisingly no re-calls.... this problem has been going on as of 1999 to 2009 for 10 years that I know of .... also I have had to put 4 axels and rear end in and the shocks are crazy expensive, these same problems have been going on for over 10 years why can't they fix this

Grand Marquis LS 4.6ltr V8

Fan motor made loud noise. The squirrel cage malfunctioned. Replaced it. Then about 4 months after that the fan quit working completely. Was getting no power to the fan motor. Have to straight wire it to the battery with a switch.
