I was driving on a 2 lane highway when I ran over some bumps in the road. The steering wheel went right and left several times, I was afraid I was going to lose control of my car. I found a recall about this same thing. Tell me what I need to do to get this situation fixed. Also, the windshield wipers stop in the straight up position. What is needed to fix this: Https://www.NHTSA.gov/vehicle/2002/Mercury/grand%252520marquis/4%252520dr#recalls

Steering problem NHTSA # 13V385000, Ford recall13S08. "notchy, stiff or binding" steering, as in Ford's recall letter to dealers. Covered were 2005 -2011 models for recall. Solution: "replace lower immediate shaft, etc. Al". my marquis is a 2002 purchased in il. Reputable local mechanic advised; power steering, fluid, pump, & belt O.K., usually would not create above. Doesn't appear to be a local mechanic fix. (special tools sent to Ford...) this model car / steering has not changed since 2002 & before. If found to be the problem at Ford dealership, is there any recourse" when these cases are decided, do you & others fundamentally state that if a vehicle that is over "X" years old is exempt from recall regardless of original identified defect or severity of outcome"

The consumer stated the front end of the vehicle was lower than normal which caused damage to the front end when parking. The dealership provided a temporary fix by putting shims under the front end. While driving at 15 mph in the rain, the vehicle suddenly lost power steering. The consumer had to use excessive force to steer. This resulted in injuries to the consumers arm. This failure was due to the tensioner pulley falling off. The parts were replaced. The driver side seat belt plate failed to lock in the buckle. The dealership replaced the entire seat belt assembly. Also, front rims have excessive brake dust. Dealer inspected brakes, but weren't able to duplicate concern of consumer.
