Outlander Sport SE AWD 2.0L

The windshield wipers either will stop while they are on in the middle of cycling or they will not turn on at all.

There is another video here where I almost wrecked and had to pull over because the windshield wipers would not turn on while it is snowing. You can clearly see my turning them on high and they are not moving at all. I verified there was no snow or ice or anything in the way and I could move them somewhat with my hand.

I've tried going to Kerry Ford/Mitsubishi several times and showed them videos but they keep saying "there is nothing we can do, no one has seen that before and it didn't do it for us."
