brakes sometimes do not engage, or stop working when pressed

This is an ongoing problem since I had the auto. You would press the brakes, and sometimes it would take 1/2 second to engage. Other times they would feel like they are slipping for 1/2 second even though your foot is on the brakes.

The brakes are computer controlled, and this has happened since I got the car new. It has NEVER been in an accident, and never even run over a curb. I believe that the braking problem is related to the other problem that the car has, which is that presently it will not start, and the computer tells me that I need to have my foot on the brake (meaning the computer is unaware that my foot is on the brake) which is needed to start the car.
