Versa LX 3.2L

I bought the car in 2013 and performed test to calculate the mileage on the Nissan Versa I am only getting 23 miles/gal. Sticker says 32 to 27 city miles. Dealer is trying to fix the problem but I don't think they will be able to fix this. Going to see a lawyer about recourse.
