There is wiring to the sensor in the Shift lever that releases the ignition switch to be turned all the way off.

This wiring gets brittle and breaks, causing intermittent key retention and ignition switch locking when trying to turn off the vehicle.

So far, the issue has been able to be remedied by turning the key back to 'on', depressing brake, shifting to 1/L regularly, and then back to Park quickly, then smacking the shift lever on the right side towards the driver's side. This will jar the wiring enough to allow the key to be turned off and removed.
