The exterior lighting did not go off at various times. The vehicle was taken to an independent mechanic who took the fuses out to get the lights off.

94 V 190 000/general or unknown component: Head lights. Vehicle head lights/ tail lights and instrument lights were going out intermittently. Dealer was notified, and informed consumer vehicle was out of it warranty, and not covered under recall due to VIN. Feel free to provide us with any further information on this matter.
