steering wheel turning/shimmy, ps alert showing

I've been fairly happy with this car until this point. The small fixes I've had to do were annoying but this one is bigger. My steering wheel started this turning, shimmy thing only when in gear and stopped at a light or when putting it into park. Now it's got a mind of its own, possessed even. Turns/shimmies randomly no matter the speed, gear, forward or reverse, braking or parked...

The dealership won't do anything. GM will only offer a $100 voucher toward diagnostics at a service center. This problem is under a recall with many other GM vehicles with different 'made on' dates, years, models, etc. Oh, but guess what?? Mine, like many others isn't included in the recall. I really believe a recall should be forced on them especially after I'm reading and seeing everyone that is having the same problem. This really can be a safety issue that I don't wan to experience I told GM Cust. serv. that this will be the last product I buy if they don't resolve this. My dad poured his blood sweat and tears out for this company all his life and they can't stand by a safety issue across the board? Yah, my car is 10 years old, but it only has a bit over 62K miles on it!! And I have to start looking for a new car? Get it fixed myself? It's gonna cost $12-1500 with no guarantees of a fix, as sites and videos are saying that the after market parts/replacement isn't necessarily doing well with operational functioning.

What the heck GM?!?! I think there needs to be a class action lawsuit if they can't be forced to fix this.
