We contacted one of the best Paint shops in Wichita who accurately guessed the problem was typical. It was a one step paint that does this. As much as we have tried to wax it over and over again, the paint is dull and has been for some time. We are just now trying to see if we can get painted or fixed. It is a shame that a vehicle with such quality overall looks this bad. I was amazed when the expert at the paint shop looked and guessed what the problem was, and then I looked it up and found out that was exactly the problem. Obviously Toyota has been cutting corners for some time now, and this is just another example of their willingness to use their reputation to have people believe that they are still doing the right thing, and then finding out later the reality.

EXCESSIVE PAINT DULLING. APPEARS AS THOUGH NO CLEAR COAT. District Rep looked at car and states it's lack of care (not garage kept & not waxed / taken care of) Toyota says you should wax the car "at least once a month".
Apparently in 2002 the manufacturer started a "one-step" paint system for the white color (rather than coat of white color then seperate clear coat).
This car is a lease - I do not want to pay to paint the car but if I leave it at the end of the lease - I will get stuck. My next step is to contact a few body shops for "their professional opinion" and then a lemon law attorney.

The car was getting detailed and they wanted to keep it an extra day to see if the could shine it up. However, they were not able too.
