Camry SE 2.5L 4 cyl

My 2016 Camry SE has a fuel tank capacity‎ of ‎17.0 gals. When I filled it up today, I noticed with the fuel light on and 15 miles left in the tank. After I filled it up it took only 12+ gallons to fill it up?! Shouldn't it be 15-16 to fill it up?
