Corolla IM 1.8L

I bought a brand new Toyota Corolla IM for the good gas mileage (28 city-37 hwy-31 combined) and the best gas mileage I got so far is 23.5 mpg. Also the cabin is very noisy, sometimes it feels like you have a dog at your feet and he's growling, it's a shame they spent all this money on safety features and and couldn't spend $25.00 on sound deadening!!!!

Update from Sep 27, 2017: I took it into Daytona Toyota where I bought it and Aaron (head mechanic) plugged his laptop into it and it fixed the problem, now I'm getting up to 40 mpg. The cabin is still very noisy though.
