rear sub frame rusted completely in two

This 2007 RAV4 Limited 4WD had an awful rattle on the left rear side and finally dealer discovered the rear sub assembly frame had rusted completely in two. The car is 13 years old. I had to replace entire rear sub frame and left rear rocker arm assembly for a total of almost $5,000. I just had the car repainted (windows removed too) for same amount of money as paint was peeling on top and around all the windows.

The service rep said he had never seen frame rusting in two problem on a RAV4. There was a recall for Tacoma Trucks that the frame rusted in two. How is it that the undercoating the car had did not work? Car drives like a new car now... I am 71 and plan to keep the car till I die. Engine has been rebuilt too due to large oil consumption due to rings being defective in certain 2007 models.
