I kept hearing a diesel noise, so I took it to a mechanic and here you go. It was the water pump. I checked other forum and fair enough it is an issue with the 2007 RAV 4.

Ok... so the first time this problem occurred was sometime last fall. I'm writing about it now because it happened AGAIN! The first time, I noticed while filling my wiper fluid that the antifreeze level was below the low line. Brought it to the shop, next thing I know they're replacing it. Fast forward to today. Again, I was filling my wiper fluid and noticed that the fluid was below the low line. Mentioned it today when I brought it for service and to look at another problem. Next thing I know, they say it needs to be replaced.... 6hrs later I get it back. I didn't notice that there was an issue until I was filling my wiper fluid. This is just another annoying issue... my real issue is with the oil consumption.
