wheel bolts & lug nuts rusted wheel bolts & lug nuts rusted wheel bolts & lug nuts rusted

I recently heard a rubbing when I applied the brakes. Upon taking that in to have it looked at, I found I had rusted rotor cases. This brought to the light that all 4 wheels are rusting - some worse than others. I have 55,000 on my 8 year old Rav4. Can I get some advice, please?

TRIED TO HAVE TIRES ROTATED ON 2008 RAV4 & BOLT WAS SO BADLY RUSTED IT BROKE OFF.....WE LIVE IN LOS ANGELES, CA......& CAR IS ONLY 1 1/2 YRS OLD. DRIVER FRONT SIDE WAS THE WORST.
