This is a definite safety issue. The brake lights do not illuminate at all when the brake pedal is depressed. Their is a small electrical switch located at the brake pedal that is triggered with you press the brake pedal to turn the brake lights on. This switch fails, so the brake lights don't illuminate. This is a very cheap and easy problem that you can probably fix yourself.
