I purchased the car from a used car dealership in Ohio without being able to open the hood. I the took the car to an authorized Volvo new car dealership to see about getting the hood open and checking and changing the oil. I was told the latches were frozen stuck and that they would have to be broken and replaced along with the cable and the cost would be $1060.00. I took a chance and drove the car home over 800 miles then took it to my local mechanic. He removed the grill and popped the hood open in less than 2 minutes and made an adjustment on the cable - and it has since worked just fine.
