XC60 T6 Premium 2.0L

I was told that new the front and rear brake pads start with 10mm. After only 39,000KM or 24,375 miles our car is at 7mm in front and only 4mm in rear. Issue might be electronic parking brake or load apportioning valve issue?? Cost to replace will be $CAD 600++.
