This problem is essentially a PCV valve issue, however the Volvo PCV is an "oil trap" located beneath the exhaust manifold. So instead of a $5 PCV valve you have a $30 oil trap. And since it is buried in the engine, instead of a 5 minute replacement, its a 4 hour ordeal costs $750.

Update from Sep 30, 2014: This problem is that the engine leaks oil out of the filler cap and dip stick. The filler cap lets oil run on to the top of the engine and fills up the spark plug wells with oil.

It turns out it was essentially a PCV valve issue. However since the Volvo PCV is an "oil trap" located beneath the exhaust manifold it's a huge pain to replace.
