I had purchased my 2017 Nissan Sentra (used) two years ago, and noticed the clearcoat paint now peeling off a good portion of the front quarter panel. I brought it to the dealership where I purchased it (was then told that I could call a Nissan dealership to "see what they could do", and that it wasn't covered under warranty, and would cost approximately $400-$500 to fix the quarter panel paint). I asked for a phone number to a Nissan dealership, and when I called, they told me I had to call the body shop (I had to Google the phone number for their own body shop), then when I called there, I was told I "had to go through the dealership". I told them that their dealership told me to call them (I got nowhere...)
I don't think that paint (clearcoat) should be peeling off a car that is only 3-4 years old.
